Eventually, the likes of Google got wise to the fact people were abusing the system. So, they changed their algorithms to ensure only backlinks from websites with good “authority” had an impact on ranking. 

Despite this, many companies still offer services promising quick gains via paid-for backlinks. Using tactics to manipulate the backlink system in any way violates search engine guidelines. When, not if, they are detected, they can trigger penalties that significantly reduce rankings. Or even remove a website from search results entirely.
